About PEMT

Pacific Emergency Medical Training (PEMT) was created to offer high quality education in the management of the trauma patient.  Based out of Vancouver, BC, the directors of PEMT draw on their collective experience in trauma care, and as pre-hospital care educators, to offer trauma care education that is current and specific to the needs of our clients.

Doug’s EMS and Canadian Forces careers started simultaneously when he joined the CAF Reserves as a medical assistant in 1992. Between 1992 and 1996 Doug served two years with 1RCHA and 3PPCLI, as well as several trips overseas as an international medical volunteer working in Eastern Europe. After completing his Bachelor of Arts at UBC in 2001, Doug moved into the 2IC position at 39CBG Jericho Garrison Clinic, a position from which he deployed on operations, exercises, and exchanges domestically, as well as to England (2001), Bosnia (Pl Medic, Bihac 04-05), and Afghanistan (Kandahar Airfield Role 3 Surgical Hospital Roto 5 2008).

Doug began teaching for the JIBC school of Health Sciences in 2001 shortly after completing his Canadian Forces Leadership training.  He continues on the faculty at the JIBC working in the Primary Care Paramedic and other programs. During his time in the Canadian Armed Forces he taught a wide range of courses and material, ranging from Basic Military Qualification through to QL4 Medic Enhancement, ITLS to TCCC, Standard First Aid and Combat Related First Aid.

Doug is a full-time BCAS paramedic, educator, and preceptor in the Lower Mainland, teaches within PHSA, is involved in all three ITLS Chapters in BC, sits on the Spinal Working Group and is the Master Instructor Trainer for the BCEHS ITLS Chapter.

Ian MacDonald – Director

Ian’s career in EMS started in 1997 when he joined the BC Ambulance Service in the interior region of BC.   In addition to his paramedic duties over the last 17 years Ian has served as a BC Ambulance field preceptor and classroom educator for the last 8 years.

Since 2012 Ian has held a supervisory position in the BC Ambulance Service’s Clinical Education Division, leading a team of dedicated educators who deliver continuing education courses to paramedics throughout the lower mainland.  Ian has instructed first aid and CPR in the private sector since 1995, with a current focus on curriculum design and instructor development activities.

A passionate educator, Ian currently holds the following qualifications:

  • PCP-IV license
  • Diploma in Adult Education
  • Emergency Services Instructor Training Certificate from the JIBC
  • Completion status in PHSA Educator Pathways program
  • Completion status in PHSA Leaders for Learning program
  • Red Cross First Aid and CPR Master Instructor Trainer
  • Red Cross First Responder and Emergency Medical Responder Instructor Trainer
  • WorkSafeBC Occupational First Aid Level 3 Instructor
  • ITLS Advanced Instructor and Affiliate Faculty Member
  • PEPP Course Coordinator Status
  • AIME Instructor Status

Devon Pinchak – Director

Devon has been a paramedic with the BC Ambulance Service for 26 years and is qualified and licensed as an Advanced Care Paramedic in British Columbia and Alberta. Devon holds a position working as a practicing Advance Life Support Paramedic mentor where he has the opportunity to work with paramedics who are continuing to develop their independent practice.

Devon has been providing course development and instruction in pre-hospital care for Law Enforcement Officers and civilians since 2002. Devon currently is a Regional Training Instructor for the BC Ambulance Service delivering the following courses:

  • Enhancing Professional Practice Dealing with Death and Dying
  • Airway Intervention Medical Emergency BLS and ALS
  • Critical Assessment and Spinal Treatment
  • Red Cross CPR AED
  • ITLS Basic and Advanced
  • Occupational Health and Safety Programs


Pacific Emergency Medical Training courses are available to groups of 6 or more throughout the Greater Vancouver area (Vancouver, Burnaby, New Westminster, Port Moody, Coquitlam, Port Coquitlam, Maple Ridge, Langley, Cloverdale, Surrey, White Rock, Delta, Richmond, North Vancouver, West Vancouver) and the Fraser Valley (Mission, Aldergrove, Abbotsford, Chilliwack).
